No. PIE *dh gives Latin f- in initial position, -d- in internal position (e.g.
*medhyos > medius), except after *u and *r, or before *r and *l, where it gives
-b- (*u:der- > u:ber, *werdhom > verbum, *stadhlom > stabulum, etc.)
