It's unlikely to be an ethnic name (unless it's in Latin, which is precisely the unlikely part). What is probably significant is the palindromic nature of the inscription -- perhaps some kind of magic spell (the Kylver stone was placed on a tomb).

What could the origin of "sueus" be?

This is the only word together with the full 24 letter futhark on the
runestone from Kylver, Gotland from the end of 4th century.

Plinius and Tacitus write about "suenom hinc cividades" which we
interpret as the people on the island in the Baltic , Gotland.
