Of course it does work for the Albanian "white" word: Albanian dh < PIE *g^, and Albanian ar is the regular development of the "long syllabic" rhotic, i.e. *-rh2- in laryngeal terms (which means that bardh- < *bHrh2g^-o-). Couldn't fit better. But the Illyrian king's name need not be connected with this wrd at all. Maybe he was just "bearded" (*bHardH-) :)

I don't know much about the historical developement of Albanian, but why PIE *bherg^ 'shining, white' > bardh- doesn't fit?
