I still think Pisani may have been right
about intervocalic *-gH- > Latin -g- (parallel to *-bH-, *-dH- > -b-,
-d/b-). There are enough good examples to counter your claim that -g- would
be a unique reflex:
*dHigH- > figu:ra
*ligH- > ligu:r(r)io:
*wegH-e- > vegeo:, vegetus
*wa:gH- > va:gio:, va:gor (Greek
e:khe:)
Examples with -h-, like veho:, would then
be due to Osco-Umbrian influence (like ru:fus or bu:fo:).
