And then there is Orin Gensler, whose UC Berkeley doctoral
dissertation "A Typological Evaluation of Celtic/Hamito-Semitic
Syntactic Parallels" (1993) posits the influence of a North
African-related substrate on the somewhat eccentric (from
a garden-variety Western European viewpoint) structures of
Irish and Welsh. I understand he is under contract from
Oxford University Press to turn the dissertation into a book,
but that it's not going to appear anytime soon.
