Surely it has IE elements, although very complex ones. But maybe some of the similarities between Lugh and Wodan can be non-IE.

I think the original Mithra didn't have solar aspect. This happened through Babylonian influence of Sun-God Shamash.

I think Lugh have IE elements of Sun-God, Fire-God, Thunder-God, and Preserver (like Vishnu-Vidar), at least.

I don't see why Lug has to be Pre-IE. He seems to have traits which link him to Persian Mithra - connections with solarity, an epithet meaning "long hand," a festival during the harvest (which they both protect), connections with law (especially if Lug's name is related to *LEUG- "oath").
