I don't see why Lug has to be Pre-IE. He seems to have traits
which link him to Persian Mithra - connections with solarity, an epithet meaning
"long hand," a festival during the harvest (which they both protect),
connections with law (especially if Lug's name is related to *LEUG-
"oath").
