Yes, we might address him, in the vocative, as Gasiorowski, in English. Just like I'm sometimes addressed as 'Odegard'.  This is a rather academic form.
 
It's like saying 'Hey Bush, why did you choose that daughter-of-a-dog who is wife to a man who begat that workwoman of Lesbos to be your Veep?
 
(The answer is that junior Bush is a Republican. They are into telling lies.)

You can call a person "Mr (William) Fowler", "William" or "Bill", but
not "Mr William".

In English, under certain conditions, he might be addressed as
"Fowler".

Spanish also has "Don Pedro", but the usage is completely different.
