The compound TO-ROS is complete speculation on my part, with no supporting
evidence, other than a possible way to connect RASENNA to TYRSENOI, so I
wouldn't hazard a guess as to what ROS, if it existed at all, could possibly
refer to.
I see the original Tyrsenoi as the founders of Ilion/Troy around 3000BCE.
Whether they came by land or sea, I don't know, although I would favour a
land migration. Their connection then with the Sea Peoples is much much
later, so there is no reason I can see to connect the origin of their name
with the sea.
The proposal put forward in this list by Glen Gordon is that the Etruscan
language (together with the language of the inscriptions of Lemnos and
Rhaetia) belong to a group named (by Glen) as IndoTyrrhenian. This group is
related to IndoEuropean, but not IE in the strict sense, and is seen as
having separated from Proto-Indo-European very early (pre-3500BCE) before
the separation of the Anatolian languages from PIE. What was then left was
Indo-European stricto sensu, to which belong Phrygian and Greek.
As for the Sea Peoples, they were a mixed group, including Greeks,
Anatolians, Tyrrhenians, and possibly people from Sicily and Sardinia,
although who they were and what language(s) they spoke is unknown.
