If you say it carefully, it's one long, smooth syllable, but more often, 'fail' is realized as what I call 'a syllable and a half', not quite a full two-syllable 'fay yull'. I lack the terminology to describe what happens with the L, but it can also be realized separately as a gulped schwa+L.Co-operate can be realized in more than one way. Mostly, the first O has the value of that in 'roe', 'toe', 'so' (sometimes a diphthong, sometimes not), while the second is that of American Midlands top, hot, fought, ha-ha-ha, caught/cot, cawed/cod, collar/caller. The W-like sound is optional, but I have to introduce a tiny pause to keep the vowels separate. A second realization is to treat the first O as that in 'coo', 'loop', 'boot', in which case I find it nearly impossible to NOT insert the W-sound; to not do so, I have to introduce a perceptible pause. With co-star, co-partner, this is either the non-diphthongal 'so' vowel, or a full diphthong, as in 'close' (in the sense 'shut'; the 'near' sense is a different vowel).Mark.
