To me, that looks like a sample of the Old Hebrew alphabet (a.k.a. Old
Aramaic):

It is virtually identical to the Phoenician alphabet, but not to be
confused with the modern "squared" Hebrew alphabet:

Also the menorah on the upper part of the plate hints to Jewish
content, so I'd guess the language is either Hebrew or Aramaic.
