The standard Mac Arabic font includes all the characters needed for Persian and Urdu (but not the vowel pointing). A few ligatures are included, but I don't know whether current operating systems can handle them. (They go back to WorldScript I, which became obsolete after System 7.)

Have you tried Omniglot. They have some stuff on it. When you say the
'complete' set what exactly do you mean? Are you talking about the
alphabet and the ligatures?
