I suspect that it is referring to the possibility that
many users are unaware of the factors that influence
the rendering of combining diacritics or diacritic
stacking. That its necessary to have a font with the
right capabilities AND a font rnedering system that
can utilise appropraite fonts (opften the renderin
conponent is OS specific).
