Sorry; after a Google search, it turns out I misspoke there. It turns
out I was misremembering the double inverted breve used over ia, ie,
and iu (and ts) as a double-breve over ii.

http://en.wikipedia.org/wiki/ALA-LC_romanization_for_Russian has a
user-friendly version limited to modern Russian, and
http://www.loc.gov/catdir/cpso/roman.html has the official complete
romanizations used by the LoC and ALA, as scanned PDFs.
