Cindy,
You can use the Windows Character Map which is in
Programs>Accessories>System Tools>Character Map to input a font like
Tifinagh which starts here - U+2D30 : TIFINAGH LETTER YA.
However, I would really recommend that you use Babelmap, available
as a free download here.
http://www.babelstone.co.uk/Software/BabelMap.html#download
Then you can chose the Tifinagh Unicode range and the correct font,
and then input.
