Ah, what I was looking for - actually was how come U+1F71 : GREEK
SMALL LETTER ALPHA WITH OXIA does not decompose to U+03B1 : GREEK
SMALL LETTER ALPHA and U+1FFD : GREEK OXIA.

Instead it decomposes to U+03B1 : GREEK SMALL LETTER ALPHA and
U+0301 : COMBINING ACUTE ACCENT.

So instead of using the psili and dasia, oxia and varia, although
these characters exist in the extended Greek range; polytonic Greek
decomposes to 'combining reversed comma above' and 'combining comma
above'. That is what I never thought of.

Now please do not take this as a complaint of any kind but rather a
comment on the extent of my naivete.
