I didn't say that. I said that I think QWERTY keyboard layout
software (or AZERTY keyboard layout software, say) should *always* be
provided because there are always people who are touch typists in
Latin and who do not wish to have to switch from one keyboard input
method to another.

Apple ships "traditional" as well as QWERTY keyboards for Cherokee
and for Inuktitut. I designed these keyboards. Apple has shipped
"traditional" as well as QWERTY keyboards for Hebrew, Arabic, and
Indic scripts for many years.

Unicode, by the way, does not specify keyboard layouts.
