Indeed, as commonly used. I use it as a plural in notes to myself to refer
to instances of subliteracy. As to the term, itself, it seems appropriate
to describe a level of ability that is literate enough to be generally
understood, but also showing enough departures from true literacy to be
distracting and maybe annoying, suggesting a significantly-flawed
education.
