Indeed IIRC those 7 bit standards emerged from efforts to modify the ROM
based fonts in various dumb monitors, when the actual underlying
software applications could not be changed at all other then screen
layouts. Not only was the number of code points a factor in choosing
kana, but the limited matrices for display was a factor in choosing
katakana rather then hiragana.
