The LoC will give you a copy for the asking. The US left UNESCO for a
while in a fit of pique, so it's just a LoC publication -- my copy is
uniform with the LoC transliteration tables.

(I _think_ I asked for it at the LoC bookshop in Washington, but they
couldn't just hand it to me, they mailed it to me.)
