The developers of keyman did create hooks into keyman
and a method of creating IMEs for keyman. They created
a demo for simplified chinese using pinyin input.
The process should be adaptable to Tamil, and give you
something like what you want.
Haven't tried it myself, but it was tossed around
recently as a posisble way to create an IME for Chu
Nom.
