uniscribe and keyboard layout issues are separate.

A number of alternative IMEs have been written for
Indic languages as an alternative to Microsoft's
keyboard layout. There are also a number of keyman
keyboard layouts available for Tamil as well.

LOL, on Windows XP at least Mozilla Firefox and
Internet Explorer both use Opentype fonts and
Uniscribe to render Tamil.
