There was a Committee on Language Reform (Wenzi gaige
weiyuanhui) that worked from 1952 to 1954. I do not
know whether they published any 'proceedings'; I don't
think so.

A document was published in 1955. I couldn't find its
title. Anyway, it was probably an internal (communist
party or gov't) document, not a 'book'.

You may want to check Zhou Youguang, Hanzi gaige
