It is an overstatement to say they are encoded in exactly the same way.
A better description, IMO, would be to say that they are encoded using
common principles and using core subsets of characters that have 1:1
correspondences between scripts (the core subset for Tamil is rather
smaller than all the others). Thus, all have characters for ka, kha,
ga... but not all have characters for e.g. dependent short o.

And each has some presentation issues not found in some or all of the
others.
