site http://www.bisharat.net, though it is not focused on the study
of writing systems, but rather on the use of African languages in ICT
which involves attention to writing systems.

There are some websites at http://www.bisharat.net/links.htm#3 that
may be of interest, though you've probably already seen most of them.
The basic documents part of the site at
http://www.bisharat.net/Documents/ brings together, among other
things, reports and proceedings of meetings discussing Latin based
transcriptions of African languages

The A12N gateway at http://www.bisharat.net/A12N has a number of
resources that may be of interest as well. The archived messages on
the discussion lists there, in particular A12n-collaboration, may
provide some useful information. Naturally lists such as this one,
Qalam, and Unicode are a wealth of information but include a lot that
is not Africa-specific.
