Yes, it is a moderator choice. Also in this case there was a poll,
which was won by the Allow-Attachments party:

However, I noticed that pictures attached to some old posts have now
become unavailable in the archives, while the Files and Photos
sections seem more reliable.

Therefore, I invite members who can do it to use the Files and Photos
sections rather than (or in addition to) e-mail attachments.

To use the Files or Photos sections, proceed as follows:

- Open <http://www.egroups.com/group/qalam> in your web browser;
- Sign in to Yahoo!Groups;
- Move to the relevant section;
- Upload your file(s) following the instructions on the page;
- Note down the ULR(s) of the file(s) (e.g., click on the link to
your file and see the URL on the address bar of your browser);
- Post your message, mentioning the URL(s) to the files in your
message;
- (Remember to sign out from Yahoo!Groups when you are finished).

I remind that we also have a Links section to store links to
interesting sites, and a Database section which currently only
contains an (aborted?) bibliographic database.
