Everybody is welcome to Qalam. Subscribing is very easy: your colleague should send an empty email to this address:

qalam-subscribe@yahoogroups.com

(Notice that it is similar to the usual posting address, but it has "-subscribe" in it).

She will then receive a automated confirmation message, to which she will have to reply. After that, she'll become a member, and will be enabled to post.

Finally, it is also possible to subscribe via the web interface at the Qalam home page:

http://groups.yahoo.com/group/qalam

This is slightly more complicated (the user must invent an user id and a password, etc.), but it grants added services (e.g., voting in polls, uploading files and pictures, posting through web, etc.).
