... which probably means that Estonian <õ> is back [ɤ] rather than central [ə] (if "mittelhoch").

Yes, it sure looks that way, though [ɤ] isn't a Mittelvokal. And it further says in the book, on the transcriptions used generally in Fenno-Ugric studies: "Ein Bogen unter einem Vorder- oder Hintervokal zeigt an, daß es sich um einen Mittelvokal handelt, zum Beispiel bezeichnet [e + subscript ⌣] õ der estonischen Orthographie, [i + subscript ⌣] ist ein hoher Mittelvokal (ы der russischen Orthographie). [---] o [o + subscript >] [e + subscript ⌣] [e + subscript <] e [stellen] eine Reihe zunehmend weiter vorn artikulierter Laute dar." If <õ>/[e + subscript ⌣] is [ɤ], then it's pretty crowded back there :)
