Transcribing Lithuanian.

This is from Bernard Comrie's chapter on Balto-Slavic writing systems in Daniels and Bright's The World's Writing Systems. I have some questions about transcription into IPA.
 
English:
It was a small white kitten.
Lithuanian:
Tai buvo nedidelė balta katytė.
IPA:
/|tai \|buvoː  nʲ\|dʲidʲɛle:  bal\|ta  ka\|tʲiːtʲeː
 
 
I don't know how I'm supposed to transcribe what I have here as \| and /|. In my text, the points come together. What are these called? what do they represent. Tone marks? SCI Unipad is not too helpful here.
