pagaination of Burmese mss

Dear members,
I recently started looking at some of the scanned Burmese mss of the
Saddanīti texts at tbrc.org where one can access much of the Fragile Pali
Leaves collection of 10,896 mss.
My question is a simple one:
Which side of the palm leaf folio is the page letter placed? Front or back?
In the U Pho Thi scanned collection, the side with the placed folio letter
is also designated as the b side in the pdf, eg. ka is 1b, which I have
assumed is the back of the folio. However, in a FPL pdf a single image show
two halves (top & bottom) of a leaf with the ka placed on the top half of
the image. In a UPT pdf the bottom half would be designated 2a (the front of
folio kā). In a UPT pdf the sides are given singly, not doubled as in a FPL
pdf.
Am I correct in thinking that the bottom half of an FPL image actually
belongs to the next folio?
