No, veraṃ maṇati is part of the explanation of veramaṇī. It gives the
etymology (nibbacanaṃ) with some information such as that 'veramaṇī' has a
root 'maṇ' and that the word is a compound (an accusative tappurisa?).
<< So the sentence could be re-structured as: Tattha byañjanato maṇatīti:
tāva veraṃ veramaṇī >>
"tāva" (firstly) belongs to the introuductory part: Tattha byañjanato tāva:

No, the explanation of maṇati is given in the words beginning with pajahati
which are its synonyms.
There is much more on 'veramaṇī' in the commentary which has been translated
into English by Ñāṇamoḷi and published by PTS.
The Dhātumālā, the second of three volumes of the Saddanīti (12th cent.),
can be accessed online at tipitaka.org although only one chapter at a time.
For searching the whole volume, it is best to have it in one file which I
can send you if you like or copy and paste the chapters from the website.
I made my file from the CST4 software version. The text is like a
dictionary of roots although not in alphabetical order but rather in 8
verbal classes. There are 3 schools of traditonal Pali grammar (Kaccāyana,
Saddanīti, and Moggallāna).

There is also this from the Khuddakapaṭha-aṭṭhakathā (Pj I 24):
Tattha byañjanato tāva veraṃ maṇatīti veramaṇī, veraṃ pajahati, vinodeti,
byantīkaroti, anabhāvaṃ gametīti attho. Viramati vā etāya karaṇabhūtāya
veramhā puggaloti, vikārassa vekāraṃ katvā veramaṇī.
