Susi Goetz, who is in Chiang Mai, forwarded my question to a
knowledgeable friend in Germany. The explanatory response is in German
followed by a short explanation in English by Susi. I'm waiting to
hear from her again before I post it here.

I would say both. When I first met the Sayadaw in 1982 he still had to
memorize the Yamaka and Pa.t.thaana and I notice Dvipitakadhara in the
letterhead of his letters to me in the 80s. In 1991, I was told that
not only had he had the Tipitaka memorized but also the commentaries!
He is highly regarded among Asian Buddhists but is hardly known among
Westerners. He's in Montreal until Oct.25. I met him in nearby Laval a
few years ago at a Vietnamese meditation centre where he was leading a
retreat and lecturing several times a day mostly to the Vietnamese
community. His talks were in English with an interpreter translating
into Vietnamese.
