Interesting question! I did not give it too much thought, just wanted to
send Sister Dipa a quick reply. I have to admit, I am more familiar with
Bhante Ananda's Pāli style than Ven. Upāli's ;-)

However, I just checked with Oskar von Hinueber's wonderful "Studien zur
Kasussyntax des Pali, Besonders des Vinaya Pitaka" (studies of the Pali
syntax, especially of the Vinaya Pitaka) book on Pali Syntax. I did not
find him talk about this passage directly but he mentions the verb
"kukkucāyati". The following is a quote from the relevant passage (par. 281
he lists "kukuccāyanti" as an example of a verb requiring the locative):
