Sadly the news conveyed by Piya Tan is quite correct. The project has been terminated. Below is the publication announcement of the last fascicle circulated by the Pali Text Society back in April:

This final fascicle covering kāmadhātu to kāreti completes volume III. Earlier fascicles (I.1-11, plus epilegomena; II.1-17; III.1-8) are also available from the Pali Text Society. Please note that I.9 is temporarily out of print.
