Dear dhamma,
Like commented by Nina, the problem at your hand is the fourth (sampadaana) case used as receptive relation: it is the receiver of something given by the subject (diiyate yassa). Hence the root daa etc. takes sampadaana object.

E.g. samanassa ciivara.m dadaati.
Bhikkhussa pahaara.m dadeyya.
Eko puriso ki.li.t.ha vatth.m rajakassa adaasi.


It is also used in the construction with roots that has the sense of 'aarocana'; or the object to which/whom something is said takes dative case. The subject that speaks is kattaa; what is said is kamma; the receiver is sampadaana. E.g. dhana.m me dehi. Note that this is also a type of receptive construction.

E.g. aarocayaami vo bhikkhave,
pa.tivedayaami vo bhikkhave,
aamantayaami te mahaaraaja
Dhamma.m vo desessaami,
desetu bhante bhagavaa dhamma.m bhikkhuuna.m,
bhikkhuuna.m dhammaṃ deseti,
yathaa no bhagavaa byaakareyya,
nirutti.m te pavakkhaami,
aha.m te aacikkhissaami,
ahaṃ te kittayissaami,
bhikkhuunaṃ etadavoca.

The object of 'Pati +su' also takes dative.
te bhikkhuu bhagavato paccassosu.m

The object of 'aa + su' also takes dative.
Bhikkhuu buddhassa aasu.nanti

The object of 'anu (pati) + gi' also take dative.
bhikkhu jana.m dhamma.m saaveti, jano tassa bhikkhuno anugi.naati pa.tigi.naati (=
saadhukaara.m 'deti').
