I don't think it's correct to say simply that this teaching "define(s) and
allow(s) Buddhavacana to be teachings spoken by".



The teaching clearly says that IF others CLAIM the Buddha taught this or
that, that we should NOT simply believe them, but to compare what they calim
to Buddhavacana, Dhamma and Vinaya. IF what they say agrees, THEN we can
accept what they say. The teaching doesn't say that what they say then
becomes Buddhavacana. Buddhavacana is simply the speech of the Buddha, not
of others.



The Buddha has taught in the suttas to "make a thorough investigation" [M 56
: M I 379] of his teaching and he has given a method to do so:



"... All you to whom I have taught these truths that I have realised by
super-knowledge should come together and recite them, setting meaning beside
meaning and

expression beside expression, without dissension, in order that this holy
life may continue and be established for a long time for the profit and
happiness of the many..." [D 29 : D III 127]



The Buddha applied this method himself in the Anapanasatisutta [M 118],
where he compares the 16 steps with the 4 Foundations of Mindfulness.
