thank you. I am very happy to wait for your paper on this topic. However, I still feel the lack of empathy among Buddhists on this issue, for Buddhism to be the fourth largest world religion.
I do not study about military organisational structure and culture, so I cannot advise you on that.
To conclude this discussion, I hope to address these three points:
1. on the word garudhamma and the eight garudhammas. I did a search in CSCD, and found it mainly comes from the Vinaya. The only exception is AN8.6.1 Gotami Vagga/Gotami Sutta. An English translation can be found on Metta Web:

2. on the reason why the bhikkhuni rules are more than the bhikkhu rules. I do not know exactly, but I like to think it wasn't intentional. Just like the rules for the male dormitory and female dormitory may be different in number, the number of rules is not an indication of gender bias.
3. I like to know if there is any other passages in the Tipitaka which displays obvious bias of either gender over the other.
