After further experimentation, the Pāli keyboard *UK* version, EnUKPali,
installed easily (while the *US* version, EnUSPali, continues to fail to
install, due to unreadable DLL).
Next, I removed a large number of useless Vista/Windows/Office
CTRL-ALT-whatever keyboard shortcuts that conflicted with Pāli letters.
Finally, I needed to completely disable Google Desktop, because it
insisted on popping up whenever I tried to type a ' ṅ ' character using
the CTRL-ALT-G shortcut.
Functioning properly at last...
