Hi DC,
Ñaṇamoli and Bodhi (Middle Length Discourses of the Buddha, 2005) translate it as "perceptions and notions [born of] mental proliferation" and he has a long end note on page 1204 that's worth reading,

Ven, Ven. Katukurunde Ñāṇānanda's book is one of the most difficult I have read in English. I would be grateful if you would kindly give your understanding of "papañca-saññā-saṅkhā" which I hope could help me to clarify my hazy ideas about the concept.
