Theoretically possible but no small feat. Custom dictionaries in word
are just text files with a list of words in it. So it's
theoretically "simple". Just make a text file with all the words you
want listed line by line.

With some programming skills and database knowledge, it might be
possible to import the entire tipitaka, taking only the first instance
of each word, and then creating a dictionary out of it. Doing it any
other way would be very time consuming, given all the possible
congugations, declensions, sandhis, etc. I imagine it'd be much
larger than even the english dicionary.
