I joined this group just 2 days back.
I had learnt Pali for about 2 years in Highschool and have just completed a Diploma in Buddhist studies and Vipassana from the Mumbai University, India.

My understanding of this verse is more dependent on one of the Discourses by S. n. Goenka in the Ten Days Vipassana course in the tradition www.vri.dhamma.org .
The word "pariyodapanm" is having the three elements "pari"+"yoda"+"panam".
Pari means complete. Whole of the availabl area. Not even a single corner is left.
Yoda comes from shuddha. In Pali, the pronunciation becomes soft. So cleaning.
Pana means "only".

So Sachittapariyodapanam means "only to clean the mind completely" such that no impurity stays in it at all!

Sabba papassa akaranam = To refrain from unwholesome deeds...

Here the bodily and vocal deeds come later in importance. The deeds of mind are to be given prime importance. So the volition comes first!

The moral order--Kamma (action) is that by which men execute, deeds, good or evil, meritorious or the opposite. What is it ? It is volition (cetana), moral or immoral. We are told in the Pali texts: 'By action, Bhikkhus, I mean volition. It is through having willed that a man does something in the form of deed, speech or thought.'[11]

Here volition (or conation) is the act of willing (voluntary, or conative action). In carrying something, good or bad, meritorious or the opposite, into effect, it deliberates and decides upon the steps to be taken, as the leader of all the mental functions involved in so doing. It provides the tension of those functions towards the desired object.

So, " Sabbapapassa akaranam, kusalassa upasampada, sachittapariyodapanam etam buddhanasasanam."

Refrain from all volitions dependent on wrong views, develop right views, clean the mind completely... this is the teaching of all the Buddhas."
