N: PED explains that this is emphatic: he understands. The combined use is
rather frequent. I saw it also in The Majjhima Nikaaya, in a sutta about the
understanding of the elements.

It depends on the context what is understood. Here, this part of the sutta
deals with samatha, in particular with the kasinas. One needs understanding,
knowing and seeing, also in samatha.
Later on in the sutta we read about impermanence, but not yet in this
context.
