N: There are several stages of insight, it has to be developed until
lokuttara citta arises that experiences nibbaana.
Direct understanding seems a good translation.

Nibbaana does not arise, it is the unconditioned dhamma. It is the object of
lokuttara citta. Lokuttara citta can only arise when insight has been fully
developed, it cannot be the result of the anussatis alone, but these can be
developed together with insight.
I do not know about the sequence.
