I just looked even more closely at what the PED says. You're right; the PED is not just incomplete there, it's just plain wrong when it takes up this example and says that nika.t.tha refers to a kind of puggalo who is debased (in mind). So yes, I would think this is one of the PED errors. Nice catch!
