If I understand the text correctly, it excludes those vimokkhas that pertain
to the aaruppa realm i.e the four beginning with aakaasaana.nca transcending
those that belong to the ruupa realm, but presupposes attainment of the
first three of the vimokkhas and thus would seem to imply certain levels of
jhaana.
There is a surprisingly large amount of canonical passages on
pa.n.naavimutta and pa.n.naavimutti. They would be worthwhile studying
carefully.
