You may be interested to know that though, according to Nina, Buddhaghosa
understands this compound as a tappurisa compound, all the non-Pali sources
at my disposal understand this as a dvandva. Thus there seems to be an
exegetical difference of opinion here. I suspect that the reason, or rather
reasons, are complex and seem to be connected to one's understanding of the
role and status of sati.
