I think trying to analyze 'seyya' into its component parts as a
nominal derivative is a fruitless task. I suspect it is just an
irregular comparative.
Just as in English, most comparative/superlative adjectives can be
analysed, e.g. old, older (old + er), oldest (old + est), but a few
irregular ones can't, e.g. good, better, best. I think in Pali
'seyya' (better) is similar.

Yes, you are correct that this is a mixed compound, but why not make
it clearer as to what it is a mixture of by analyzing the compounds
separately? Thus:
se.t.tharaajabha.n.daagaariko = se.t.tho + raajabha.n.daagaariko [K]
raajabha.n.daagaariko = ra~n~no + bha.n.daagaariko [T]
