In this sentence using the copulative 'hoti' would be very rare.
Given that in the Pali-to-English exercises in this same chapter had a
very similar example (see 21-A, #15):
15. "Attaa hi kira duddamo."
self / indeed / truly / difficult to tame
"Indeed self truly (is) difficult to tame."

I would suggest here:
mana.m hi kira duddama.m
or mano hi kira duddamo)
