thanks. It is interesting you have a printed copy of the text. I
checked my soft copy, and realised it is a mistake on my part. It
should be 'likhita.m', as you mentioned, and the sentence is as what
you suggested.

former is the past participle (written) not infinitive (to write).
Thus the sentence can be meaningfully translated as:
"Let the ministers see this letter written by the king."
