I don't understand this sentence... Does it mean:

"(in order) to write, may the ministers see this letter from the
king!"

I think yes - it seems to be a sandhi thing... cp the ordination
ceremony (and compare to your lesson 17A #3):

"dutiyampi etamattha.m vadaami"

The first "m" is changed because of the labial "p", but the second m
seems simply changed arbitrarily, I think, for the way it sounds.
